introduction

at present, the quality of imported second-hand excavators is uneven. A considerable number of second-hand excavators have serious safety hazards and excessive noise and exhaust emissions. In order to protect the environment and personal health and safety, the "acceptance specification for imported second-hand excavators" is hereby formulated

this specification is mainly formulated in accordance with gb/t 9139.2 technical conditions for hydraulic excavators and China's standards on environment, safety, noise, etc. Considering the difference between imported second-hand excavators and new excavators, when formulating the "acceptance specification for imported second-hand excavators", we mainly focus on the inspection of safety, health, environmental protection and other items from the perspective of operability

when inspecting imported second-hand excavators, in addition to the basic requirements, inspection and judgment rules of this specification, relevant national technical regulations and standards shall also be observed

this specification is only applicable to the import acceptance of second-hand excavators

1 scope

this specification stipulates that our machines are strictly selected and then produced imported second-hand hydraulic excavators. Basic requirements, test methods, inspection and judgment rules and their warranty period

this specification is applicable to used hydraulic excavators (hereinafter referred to as excavators) of less than 90t imported

the excavator mentioned in this specification refers to the excavator that has one of the following conditions:

-- it still has basic functions and certain use value after use

-- unused, but stored for a long time, exceeding the warranty period, or parts with obvious physical loss

-- mixed installation of new and old parts

-- repaired and renovated

2 normative references

the provisions in the following documents become provisions of this standard through the reference of this standard. For dated reference documents, all subsequent amendments (excluding Corrigendum) or revised versions are not applicable to this standard. However, parties to agreements based on this standard are encouraged to study whether the latest versions of these documents can be used. For undated references, the latest edition is applicable to this standard

3 basic requirements

3.1 General requirements

3.1.1 the manufacturing life of the excavator shall not exceed 5 years from the manufacturing year to the acceptance time

3.1.2 the excavator shall be provided with complete technical documents:

(1) product quality certificate or relevant quality certificates

(2) the operation and maintenance manual has one set of original foreign language version and one set of Chinese version respectively

(3) parts manual

(4) packing list

3.1.3 the import agent of the equipment shall provide the warranty commitment of the excavator, and the special tools shall be complete and intact

3.1.4 the appearance of the excavator shall be clean, the paint basically does not fall off, all parts and components shall be in good condition, and the connection shall be firm without defects

3.1.5 the safety signs and danger diagrams set on the product and compiled in the operation and maintenance manual shall comply with GB ××××× General rules for safety signs and danger diagrams of earth moving machinery

3.1.6 the excavator shall be equipped with product label, operation indication mark and lubrication diagram, and the data and diagram on it shall be complete and clear

3.1.7 the engine number and the factory number of the complete machine shall be consistent with those specified in the technical documents

3.2 environmental conditions and working adaptability

the excavator shall comply with the provisions of 3.2 in gb/t 9139.2-1996

3.3 service performance requirements

3.3.1 when the excavator runs on the slope specified in gb/t 9139.1, the starting and braking shall be reliable

3.3.2 the excavator shall be operated flexibly, accurately and reliably, and the operation direction of the control device shall meet the provisions of jg/t 56

3.3.3 when the excavator is idling, each oil cylinder and rotary mechanism of the working device shall operate normally; The action of each transmission element is coordinated without abnormal noise

3.3.4 during normal operation of excavator, the temperature rise of hydraulic oil shall not be greater than 40K

3.3.5 the cleanliness of hydraulic oil of excavator shall not be higher than 19/16 specified in jg/t 5035

3.3.6 the sealing parts of the excavator shall not leak after continuous operation for 3h

3.3.7 under the test conditions specified in gb/t 7586, the displacement of boom cylinder piston rod caused by leakage in the system shall not be greater than 200mm/h

3.3.8 the deviation of the crawler excavator traveling in a straight line shall not be greater than 7% of the measured distance

3.3.9 braking distance of tire excavator shall comply with gb/t ××××× Earth moving machinery tyre type mechanical braking system for which we have developed new material system performance requirements and test methods that benefit the public as much as possible

3.3.10 the braking distance of crawler excavator shall comply with gb/t ××××× Performance requirements and test methods for braking system of crawler type earth moving machinery

3.3.12 the stability of the whole machine shall comply with the provisions of JG 5056

3.3.13 under the condition of rated power, the fuel consumption rate of excavator shall comply with the technical specifications declared by the manufacturer and the provisions of gb/t 9139.2

3.3.14 the oil consumption of excavator shall comply with the technical specifications declared by the manufacturer

3.3.15 the operating productivity shall not be less than 80% of the theoretical productivity

3.4 environmental protection requirements

3.4.1 the external radiation noise limit of the excavator and the noise limit at the driver's position shall comply with the provisions of GB 16710.1

3.4.2 in view of the huge utilization prospect of new materials, the emission of pollutants from excavators shall comply with NRMM (European off highway motor equipment) stage I, see Appendix A

note: until there is no unified national standard for exhaust pollutants from off highway motor equipment, the European standard for exhaust pollutants from off highway motor equipment shall be implemented temporarily

3.4.3 the refrigerant of air conditioner shall comply with the provisions of relevant national standards

3.5 requirements for structure and parts

3.5.1 the engine shall start smoothly within 30s without any auxiliary device under the ambient temperature above -5 ℃; Good power performance, stable operation, stable idle speed and normal oil pressure

3.5.2 the lubricating, cooling and exhaust systems of the engine shall have complete parts and good performance

3.5.3 the doors and windows of the cab shall be closed flexibly, and the door lock shall be firm and reliable; The room is clean and sanitary without any trace of water leakage

3.5.4 the cab glass shall be intact, and the glass material shall comply with the provisions of GB 9656

3.5.5 boom, dipper bar, track frame, turntable and other important structural parts have no obvious deformation and weld cracking

3.5.6 when the excavator is equipped with tipping, rollover and falling object protection devices, it shall comply with gb/t ××××× Earth moving machinery - laboratory tests and performance requirements for tip over protective structures of small excavators - gb/t 17771 and gb/t 17922

3.5.7 the hydraulic pipe shall be free of aging, cracking, damage, looseness and other phenomena

3.5.8 after continuous operation for 3h, the bearing, bearing shell, brake shell and other parts of the excavator shall not be overheated, and the bearing temperature shall not exceed 110 ℃

3.5.9 the safety of electrical equipment shall comply with the provisions of GB 5226.1 and JB 6030

3.5.10 the electrical wires shall be free of aging and exposure, and the connectors shall be free of looseness; After the electrical system is started, the display (such as visual display and alarm annunciator) shall be normal

3.5.11 all instruments, meters and lighting are not damaged; The performance of lighting and signal devices shall comply with gb/t ××××× Earth moving machinery lighting, signal and marking lamps and reflectors

4 test method

4.1 the idling test of excavator shall comply with the provisions of gb/t 9139.2

4.2 the radiated noise outside the excavator and the noise test at the driver's position under dynamic test conditions and fixed test conditions shall comply with the provisions of gb/t 16710.2, gb/t 16710.3, gb/t 16710.4 and gb/t 16710.5

4.3 the cleanliness of hydraulic oil shall comply with jg/t 69 and jg/t 70

4.4 the emission pollutants shall be determined according to the provisions of gb/t 8190.4

4.5 other performance items of excavator shall comply with the provisions of gb/t 7586

5 inspection and judgment rules

5.1 only excavators that are judged to be qualified can be imported if they comply with the provisions of this standard

5.2 the inspection items are divided into five categories, as shown in Table 1 (see the fifth issue of construction machinery technology and management, 2005)

(4) safety

(5) structure and parts
